Program Description
"The Federal Communications Commission's Lifeline program has provided a discount on phone service for qualifying low-income consumers to ensure that all Americans have the opportunities and security that phone service brings, including being able to connect to jobs, family and emergency services.
In 2005, Lifeline discounts were made available to qualifying low-income consumers on pre-paid wireless service plans in addition to traditional landline service. Lifeline is part of the Universal Service Fund."

The Assurance Wireless program is open to seniors and others who qualify.
To qualify for a free cell phone through Assurance Wireless senior income must be at or below 135 percent or 150 percent of the federal poverty guidelines or seniors must be on Medicaid, Federal Public Housing Assistance (Section 8), Home Energy Assistance Programs Food Stamps/SNAP, General Assistance.
Assurance Wireless allows one free cell phone per household.
If seniors wish they can top up and add minutes in $5, $20 or $30 plans.
The “Assurance Wireless Free Cell Phone” Program is available in most areas across the United States including: Alabama, Arkansas, Connecticut, Delaware, District of Columbia, Florida, Georgia, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Mississippi, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Texas, Utah, Virginia, Washington, West Virginia and Wisconsin.
Assurance Wireless provides safety for seniors living alone. It also allows isolated seniors to be able to check in and connect with family and
friends.
The Federal Universal Service Fund promotes nationwide access to advanced telecommunications services and aims to advance the availability of such services to all consumers, including those in low income, rural, insular, and high cost areas at rates that are reasonably comparable to those charged in urban areas.
