Program Description
“The new Ballot Marking Device includes an audio ballot a touchscreen and the tactile keypad to make voting faster and more accessible. You can also select your language change the font size and adjust the contrast for easy viewing.” -video by LaCounty RRCC: ‘How to Vote In LA County 2020.’
“In the lead up to the 2020 election cycle, there were concerns that seniors would have trouble adapting to the new voting model specifically the use of new technology, transition from polling places to Vote Centers, and limited mobility/transportation. Flex Vote Centers provides a trusted and familiar space for seniors to receive a personal voting experience by staff that can answer questions and provide guidance on the new devices."
“The California Voter’s Choice Act and implementing the County’s new publicly
owned voting system, Voting Solutions for All People. The adoption and implementation brought greater accessibility, flexibility, secure technology, and time to voters who cast their ballot in-person. Instead of a single day of voting (Election Day) and a designated location to vote (polling place), voters in the County now have 10 consecutive days and Election Day to vote at any voting location (Vote Center) in
the County.”

The Flex Vote Center Program is a result of LA county’s Voting Solutions for All People (VSAP) voting system.
The Flex Vote Center Program exists in order to bring voting closer to hard to reach, marginalized voters. Centers are open for several days during an election.
Flex Vote Centers can be set up in assisted living, senior centers, community centers, disabled service centers, homeless shelters, hotels, and more.
The Flex Vote Center Program serves the following marginalized populations:
- Older Adults in Senior living facilities.
- Elderly in the community.
- People experiencing homelessness.
- Voters with disabilities.
- Geographically Isolated voters.
Communities interested in starting a Flex Vote Center office in their area can do so by contacting the Los Angeles County Registrar-Recorder/County Clerk RR/CC.
Past Flex Vote Centers have been set up at assisted living facilities and senior community centers in Pasadena Highlands, Veterans Home of California West Los Angeles, Willowbrook Senior Center, Norwalk Senior Center, and the Russian Jewish Community Cultural Center.
